If you had a paid subscription and then transferred that LiveID to Qwest, when you canceled your Qwest service, they terminated your subscription, since they provide a free subscription to OneCare as a partner. I'm not sure what the best avenue for resolution would be, but you might start with Qwest support and also try OneCare support via email.
