Trying to certify printer drivers, but cannot perform the final merge - get error

  This is the error message I get:

  When performing the final merge -- the one that includes the driver and the certificate -- the end result was an error: "Could not create submission package - Key not valid for use in specified state". Despite this, an HLKX file was created.

  Does anyone have any insight into what it means or how I could deal with this?
