Cannot activate Windows 7! No activation page, error 0x80070241 on manual activation

Please provide a resolution to this activation issue. Note: reinstalling is *absolutely not* an option, it takes over a week of continuous updates just to install windows and all the stuff that is bundled in the updates that are available, nobody has that kind of time to waste.
I have a "fresh" install of Windows 7 Ultimate (fresh in the sense that it is a clean install from the original Dell Windows cd/dvd, but it was done some months ago and I'm only now getting round to using this machine)
I am getting a notice "Windows 7 Build 7601 This copy of windows is not genuine" on the desktop
I am getting an activation dialog "Optional update delivery is not working You may be a victim of software counterfeiting To use all Microsoft (blah blah blah) your copy must be validated as genuine, [Go online and resolve now]" - the link points to https://www.microsoft.com/genuine/validate/?OSV=6.1.7601.2.00010100.1.0.001.09.1033&LS=3&LegitCheckError=00000052&GenuineInfo=00000000&Channel=0&ErrCode=00000000
This page is NOT FOUND. In fact, the entire resource https://www.microsoft.com/genuine/validate/ results in a 404 error!
When I try to activate windows through control panel, I get another error, "An error has occurred Code 0x80070241 Windows cannot verify the digital signature for this file. A recent hardware or software change might have installed a file that is signed incorrectly or damaged, or that might be malicious software from an unknown source."
Running "sfc /scannow" from command prompt as admin results in "Verification 100% complete. Windows Resource Protection did not find any integrity violations."

The installation is almost certainly not valid - the BIOS is dated 2018, and the Product Key in use is one which cannot be used in any machine manufactured since the launch of Windows 8 in 2011/12
As far as I can tell from a quick Google, the E6550 wasn't produced until 2013

Now I'm getting a taskbar notification "You need to reinstall and activate Windows" with dialog "Windows must be restored. An unauthorized change was made to Windows. You must reinstall or restore Windows system files to activate."
Pleeeeeeease provide a mechanism for me to activate this legitimate installation of windows this without losing all my installed programs and settings. Help!

1. Click on start and type command (cmd) with run as administrator option or check how to open elevated command prompt
2. Now type following command
“slmgr.vbs -ipk <insert your new product key here>” Example: slmgr.vbs -ipk 12345-ABCDEF-67891-GHWJK-TZXCVN
3. To activate windows after changing the key, run “slmgr.vbs -ato”

Verify that the Software Protection service is running (Started) and Startup Type set to Automatic (Delayed Start) in services.msc.
