  First of all, download the Windows Update Torubleshooter from https://support.microsoft.com/en-us/help/4027322/windows-update-troubleshooter and execute it.
  The September 2019 Monthly Rollup for Windows 7 (KB4516065) can be downloaded from the Microsoft Update Catalog at http://www.catalog.update.microsoft.com/Search.aspx?q=KB4516065 and manually installed.
