What licenses are needed for Dynamics 365 plugins development, for unit testing?

Hello,
I have a MDN membership and have downloaded SDK/VisualStudio.
I have been trying to find out the answer for the above issue. If I want to develop extensions for Dynamics (f.ex. plugins), I need an environment for unit testing.
Do you have any possibility to get a demo environment for free or do you need to buy one Dynamics cloud license? Action Pack does not seem to include any Dynamics license for a startup company and I am the only developer in my company at the moment. Any help is appreciated.

You can create trials as many times as you want. I don't know about any known limits regarding this. There is no developer licensing model for online trials as far as I know.

You don't need any license to register and test plugins on online trials.

Thanks of your prompt answer. During my search, I noticed this option, but the time period is quite short. Does MS allow this option as many times as you want? Still it means creating your setup all the time. What about the option to be a partner? Silver level is not an option at the moment, but does MS offer any development partner status?
