What happens is I don't have a sitemap on my website. Is that the reason why MSN won't pick up my site?

While there is no promise that we will index any more pages, submitting a sitemap is highly recomended for those who are having trouble getting indexed.
There are several resources on the web that will help generate a sitemap for you. Take a look at this SERP page (Note that Microsoft does not endorse any of these sites): Sitemap tools search results.

That is not the reason. I have no sitemap on many of my websites, and they all have been indexed and appear in the Live search results.

As long as the SEs see your home page (submitted ONCE), your site will be indexed. But using the Webmaster Tools applications and the use of the XML Sitemaps speed up the process.
