Office 365 - how to give a user admin permission to SharePoint Online only

Question
-
We have a user who will be the SharePoint developer and administrator.
I am wondering how I can give him the admin permission to SharePoint Online so that he can do whatever to SharePoint, but nothing else.
Thanks!
