How to install language package by code.

  We implement an application of UWP which need to use English language package in Chinese windows. Because we want to use the handwriting recognition engine of English language. 

  Now we have 2 problems.

  1. Judge whether the English language has been installed on user's machine

  2. How to install English language online or offline in our code . 

  Any one know how to do it?
