Need help and deaf cannot use phone call for Activation key

Question

Since i have Activation coming up on three days, and i was force to reimages to due to damage hard drive and replace and reinstall all over again
since i have set up partation and install Vista home Basic, i have serial numbers with me but it keep said reject
and they suggest to make phone call to active numbers but problem i am deaf and cannot hear , and i notice it can be use SMS but not avaiable in ireland,
that is one major problem that i cannot make phone call, and i prefer not ask someone to make phone call,
and i feel stuck cos i just brough window upgrade to Window 7 and it cannot be use cos it need activation key first so i can upgrade to window 7
please help!

Hello jedistev360,
Looks like there might be an issue with Vista's Licensing Store (or the data it contains). Please follow the below steps to recreate the Store file and all it's data.
1) Open an Internet Browser window.
2) Type: %windir%\system32 into the browser address bar.
3) Find the file CMD.exe
4) Right-Click on CMD.exe and select Run as Administrator
5) Type: net stop slsvc (it may ask you if you are sure, select yes)
6) Type: cd %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareLicensing
7) Type: rename tokens.dat tokens.bar
8) Type: cd %windir%\system32
9) Type: net start slsvc
10) Type: cscript slmgr.vbs -rilc (It may take a long time for this to complete, please be patient)
11) Restart your computer twice.
12) You may be required to enter the Product Key and/or re-Activate.Once done, try activating over the internet. If that doesn't work then it will need to be done by phone. Unfortunately, I have been unable to find any additional information on ways to activate for Individuals Who Are Deaf or Hard-of-Hearing, in Ireland (other than what you have already found).

add, Relay service is not available in Ireland only video call but only use on Tuesday 9-5pm and thursday 9-5pm
