This being said, dependend from the reason there can be various solutions. If you cloned the disk. it can simply be a mispointing entry in the boot.ini, if you did not include the Dell diagnostics partition.
Could also be, that the file system is corrupt and therefore the file could not be found, because it's damaged. In this case a repair install is often the best method, assuming there is no physical damage on the disk.
