Windows Vista Home Premium is marked as not genuine

Windows Vista was suddenly marked as not genuine. No hardware or software upgrades. "slui.exe 4" gives me the Activation Window but "Buy a new product key online" gives me a browser with an "Action Requested" window. I click "Validate Now", Refresh since FireFox is being used, and Continue. The window redraws and does not do anything else.
Running the link in IE gives me a browser window with "Windows Vista Activation Status: Action Requested". If I click "Validate Now" I get "genuine windows7 DLLegalization aspx displaylang en Error 0xC004C4A8 sGuid cde96555 a245 45be 89bd 03165fbd8823" in Bing's search. If I choose the Buy option then it gives a Window saying "Windows Activation is required" and "Consider upgrading to Windows 7!". Besides worrying about upgrading, I don't want to upgrade without correcting this "activation" issue. I can't find the "Phone Activation" option.

There's nothing wrong with your key - the one displayed above simply cannot be activated over the phone.OEM_SLP keys depend on the Licensing Store to carry data between the OS and the BIOS to activate the machine, and yours appears to be corrupted.....If you can read the key on the COA sticker on the machine, then Please try the below steps to recreate the Store with the correct data.
1) Open an Internet Browser window.
2) Type: %windir%\system32 into the browser address bar.
3) Find the file CMD.exe
4) Right-Click on CMD.exe and select 'Run as Administrator'
5) Type: net stop slsvc (it may ask you if you are sure, select yes)
6) Type: cd %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareLicensing
7) Type: rename tokens.dat tokens.bar
8) Type: cd %windir%\system32
9) Type: net start slsvc
10) Type: cscript slmgr.vbs -rilc (It may take a long time for this to complete, please be patient)
11) Restart your computer twice.
12) You may be required to enter the Product Key and/or Activate.

Calling Microsoft at 866-530-6599, they looked up the full Vista Key and say it is not a valid key. Well I've never upgraded the operating system and haven't changed anything that I'm aware of. I did see other posts that perhaps a Microsoft update might have replaced a driver and so caused Vista to think the hardware had change and so caused it to want to be reactivated. If so, the key hasn't changed so I don't know why there is a problem. They suggested I call Dell. I called and they could only put me to their fee-based technical support.
