hello all,
first of all this is my first question for all of you, okay go directly to my problem.
when i want to fix and find problem in my computer, it can works, and when i open troubleshooter and check and fix problem, it run "the troubleshooting wizard can't continue
error code: 0x80131700

context : restricted/elevated
i am really need your help and tips to me, because i can't solve my problem and i have tried find the solution in google, but it's still can't work, and i feel disappointed to myself, hope all of you can help me as soon as possible.

Thanks for your feedback.
According to my experience and review "Fix it Center" source code, I think error code: 0x80131700 doesn't comes from "Fix it center" application. Perhaps it Window 7 raised. I guess maybe it because of the compatibility issues related. If so I suggest you some steps to solve this issue. Would you like to try it?
- Go to path "C:\Windows\diagnostics\system\PCW" and double click program "DiagPackage.diagpkg". Then "Program Compatibility" dialog will pop-up.
- Left click "Next" Button.
- The "Program Compatibility" will prepare a list of programs.
- Left click on the program name ("Fix it Center") from the list in which you’re having problem and left click on next button.
- If you’re unable to find the program that you have problem with in the listed ones then left click on not listed option and left click Next button. Browse to the location of the program you are having problem with and left click on Next button.
- Left click on "Try recommended settings" Option.
- Program Compatibility wizard will now search for additional problems.

According to your described this issue maybe not related to "fix it center" and "win 7 troubleshooter".Because above you said " i open program compatibility and then I click 'next' and suddenly it error :" and "if i run all the component in troubleshooting menu". It looks like a system problem. So Please cooperation with us through "Windows 7 installation CD" using the repair on the system. After this step please install "Fix it Center" again and run it. Please note the encounter error: 0x80131700 is or not still with. Thanks for your understanding.

2. Which one "troubleshooter" are you use?
3. When the error code raised, the previous troubleshooter wizard UI is which one?

1. i am using windows 7, 64 bit
2. all troubleshooter can't run and work if i click find and fix problem in my computer.
for example, i want to open find and repair automatically problem (in my computer)
it's error and the troubleshooting can't continue, and when i klik error details:

Thanks for your posted and provided your OS informations,the troubleshooter you have run was "Fix it Center" or "Win 7 Troubleshooting"? I guess if you have run "Fix it Center" troubleshooter, do you make sure it have been install successful?

yes i am surew that fix it centre troubleshooter have been installed successful in my laptop, because the first time i bought this laptop, i try to run fix it centre and it can run and works properly in my windows, but recently it has been so difficult to run. why this problem can happen in my windows??
do you have any tips that can make my windows especially "fix it centre" can run as the previously ??

Thanks for your feedback, Would you like go to your windows event log and review what the happed when you run troubleshooter and provide us error details the event logs? Though below steps you can got the event logs
1. Control panel -> Administrative Tools -> Open Event Viewer
2. Event Viewer -> Windows Logs -> Applications
After you select this section and please note to source content, if you find any error/warning about "fix it center/matsvc" please provide to me. It can let us know what the reason with troubleshooter run failed. Thanks.

I Have checked event viewer and windows logs also application. there is several error likes : MSIINSTALLER but i can't find any MATSVC source error.
THE DETAILS : " The description for Event ID 11303 from source MsiInstaller cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.
If the event originated on another computer, the display information had to be saved with the event.
The following information was included with the event:
the message resource is present but the message is not found in the string/message table "i am really confuse with this error if i run troubleshooting in all component (for example: if i run check performance, fix problem with windows update, etc) :
Package ID: Network Diagnostics
Path: non lokal package
Error code: 0x80131700
Source: Engine

Q: "so what can i do now?" A: I suggest you can through "Windows 7 installation CD" using the repair on the system repair your current system. After repair successful please install "Fix it Center" again.

If you still encounter some errors or issue please let me know. If you run work well please let me know also are.
Q: "do you mean Recovery windows disc??" A: yes, I meant "Windows 7 installation CD" is equal to you said "Recovery window disc".

sir, i want to tell you something that when i bought this notebook, i didn't get any cd installation, but my windows 7 64 bit is original and have a stiker, how can i repair my system without cd installation ??? any suggest, sir??
i use ACER notebook, aspire 4741G, do you know the way i repair my system without cd installation?
and if i have repair my system, will all of my data loss?

first of all, i would like to say thank you so much for your feedback and your respond in a last few days, now my notebook runs well now and can run troubleshooter right now.
sir, i want to share something useful for you or maybe for all people who also got this trouble, the problem in this case is : my FRAMEWORK.NET MUST RUN MAX. V3.5, it can't run in V4.0, IF we run and install .NET framework in Version 4, the troubleshooter can't run in windows and get error
0x80131700,
so the key is uninstalled the .net framework v4 in our windows first if it has been installed in our windows.
i think that's the problem. i don't know why it must v3.5 .net framework to run troubleshooter and mustn't v4. to know the answer, i want to know clearly and directly from the staff of MICROSOFT. I HOPE SIR YAN JUN as "Microsoft's Moderator" can explain to me clearly why this problem can happen in microsoft windows 7, x64.

Thanks for your feedback I have been very impressed with your high level of technical proficiency; it has been a pleasure working with you.
According to your described "my FRAMEWORK.NET MUST RUN MAX. V3.5, it can't run in V4.0, IF we run and install .NET framework in Version 4, the troubleshooter can't run in windows and get error 0x80131700". Through tested above scenarios but it can't repro,all of troubleshooters were run well on "Win7 64 bit" with framework 4.0. Thus I think the "error code 0x80131700" maybe not framework 4.0 related. To let us find the root cause. Could you mind provide us some another event log informations? Please go to location
1. Control Panel\All Control Panel Items\Administrative Tools\Event Viewers
2. Applications and Services Logs->Microsoft->windows-> diagnosis-scripted
if you find any error/warning about error code "0x80131700" please provide to us. Thanks.
