Microsoft used to have free development versions (express) that included the use of c/c++, is this still true

I develop on a Mac computer. I have noticed that there are a few different Microsoft development environments for the Mac. So far it looks to me like the only support for c/c++ will be in the $45/month Professional subscription. That is too steep for my budget right now. Am I out of luck?
