Visual basic 6.0 replacement

I run windows 10 on a surface pro. I used to play around with Visual Basic 6.0
What is recommended for the hobbiest for the latest Visual Basic. I want to be able to create simple little programs like a test programs for homework. I want to be able to turn it into an EXE that can run on all versions of Windows or at least the majority of what's out there now.
What is the simplest/cheapest full version that can do that?

Visual Basic now is based on the .NET Framework, which should be standard in Windows 10. I would ask here:
