Functions of the ctrl button - Windows XP

  I know of the many things that ctrl can do when used with another key.  However, sometimes when I hit the ctrl key alone...a circle appears and then disappears on my screen.  It appears around my mouse cursor...

   

  Again, it disappears.  I've tried moving the mouse with the ctrl key depressed but as I said, the circle "flashes"...appears and then disappears.

   

  I know this seems like a silly question but it's kind of been bugging me for days now....
