Can Not Revert to Windows 8.1

After many attempts to make a recovery drive and being told I could not do it because files were missing I attempted to revert to Windows 8.1 (Windows 8 came installed on my laptop and I updated to windows 8.1). When I made this attempt i was told I could not do it because files are missing. I still have the folder Old Windows on my computer so how can the files be missing? I am really made that Windows 10 is messed up and because I installed it, it won't let me revert to window 8.1 or windows 8. What gives, is this Microsoft's way of upgrading to ensure I have to have Windows 10???????
