Sorry about the delay!
I really am out of ideas, now :(
The only thing I can really suggest would be a repair install - see here for instructions....

Post either there or here if you need help with it.Noel Paton | Nil Carborundum Illegitemi CrashFixPC | The Three-toed Sloth No - I do not work for Microsoft, or any of its contractors. - Marked as answer by Nflrealm Friday, November 8, 2013 3:01 PM

This may simply be caused by a bad set of Intel Rapid Storage Technology drivers -
Installing the Intel Rapid Storage Drivers
try downloading and installing them from here - https://downloadcenter.intel.com/Detail_Desc.aspx?agr=Y&ProdId=2101&DwnldID=22194
(you want the iata_enu.exe download)
Once complete, please reboot twice, then post another MGADiag report.

It gives an error when trying to install the drivers:
This computer does not meet the minimum requirements for installing this software.
Dell OptiPlex 380 and is about 2 years old.
Windows 7 Pro SP1 32 Bit
Intel Core 2 Duo
Saturday, October 19, 2013 1:33 PM -
(actually, it's 4 years old :) )
Try this set of drivers instead - they may work...
https://downloadcenter.intel.com/Detail_Desc.aspx?agr=Y&ProdId=2101&DwnldID=17882
(IATA89ENU.exe)

Its gives the error message that the computer does not meet the minimum requirements...DARN IT! Any other ideas? I appreciate your help.
Sunday, October 20, 2013 8:35 PM -
Odd - I would have expected that set to install, even if it didn't fix the problem (maybe it's because it's an OptiPlex?).
Let's see if this one helps at all...
Intel_Chipset-Software-Insta_A02_R257446.exe
run another MGADiag and post the results - it that doesn't work, then we'll have to do some surgery :)

Hmmm - in that case...
Please run the following commands in an Elevated Command Prompt
NET STOP CRYPTSVC
REN C:\WINDOWS\SYSTEM32\CATROOT2 CATROOT2OLD
NET START CRYPTSVConce complete, leave the system alone for at least an hour to rebuild the database, then reboot, and run another MGADiag report.
Note that this may delete your Update History - but all updates will remain installed, and can be viewed in the Installed Updates listing.Noel Paton | Nil Carborundum Illegitemi | CrashFixPC | The Three-toed Sloth

In that case, I'm out of ideas :(
The only thing I can suggest now is a repair install, which should clear the problem.
Before that - a last gasp....
Please first try recreating Licensing Store.
Recreate the Licensing Store
Go to Start > All Programs > Accessories
Right-Click on Command Prompt and select Run as Administrator - accept the UAC prompt
Run the following commands in the Command Prompt window, using the Enter key at the end of each
net stop sppsvc
(wait until the service has stopped before entering the following lines)
CD %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareProtectionPlatform
REN tokens.dat tokens.bar
net start sppsvc
slui.exe
After a couple of seconds the Windows Activation dialog will appear.
You may be asked to re-activate and/or re-enter your product key, or Activation may occur automatically.
If you are asked for your Key, use the one on the COA sticker on the machine's case
Reboot and Post back with a new MGADiag report.
(Note: the Line 'CD %win......\SoftwareProtectionPlatform' is all on one line - it may be broken in the Forum listing)

Ugh, now I cant even submit a MGADiag report....says "failed to create output files, hr = 0x8007002. Please contact support." I guess a repair install is where Im at.

That's a common error message - and as far as I can make out is usually the result of accidentally hitting the Copy button twice.
Ignore it - the copy has still been placed in the Clipboard ready for pasting into your response.

Didn't the reboot ask you to input a new Key? - it should have done?
try validating at www.microsoft.com/genuine/validate - what happens?

No - I do not work for Microsoft, or any of its contractors.Monday, October 28, 2013 10:50 PMModerator -
I redid the last steps about renaming the licensing store. I even checked in the directory and only tokens.bar was there. Rebooted the machine. Ran slui.exe again and it says activation was successful. I never had to reenter the key. But when I go to www.microsoft.com/genuine/validate it says: Install genuine Windows.
Files that Windows needs to work properly have been modified, removed, or disabled. To resolve, you need to install genuine Windows. Not to worry, we can help you with that.Newest MGADiag report:

Very odd - let's see if this tells us anything...
Please run a full CHKDSK and SFC scan....
Click on Start > All Programs > Accessories
Right-click on the Command Prompt entry
Select Run as Administrator and accept the UAC prompt - the Elevated Command Prompt window should pop up.
At the Command prompt, type
CHKDSK C: /R
and hit the Enter key.
You will be told that the drive is locked,
and the CHKDSK will run at he next boot - hit the Y key, press Enter, and then reboot.
The CHKDSK will take a few hours depending on the size of the drive, so be patient!
After the CHKDSK has run, Windows should boot normally (possibly after a second auto-reboot) -
then run the SFC.
SFC -System File Checker - Instructions
Click on Start > All Programs > Accessories
Right-click on the Command Prompt entry
Select Run as Administrator and accept the UAC prompt - the Elevated Command Prompt window should pop up.
At the Command prompt, type
SFC /SCANNOW
and hit the Enter key
Wait for the scan to finish - make a note of any error messages - and then reboot.
Copy the CBS.log file created (C:\Windows\Logs\CBS\CBS.log) to your desktop (you can't manipulate it directly) and then compress the copy and upload it to your SkyDrive Public folder (http://skydrive.live.com ) and post a link to it so that I can take a look.
Post a new MGADiag report with details of any error messages encountered.

It is unlikely that your problem is caused by the error with tcpmon.ini - but I can't see any other significant errors in the report.
I'll produce a fix protocol for it later.
In the meantime, please try this (I'm definitely running out of ideas now!)
Open an Elevated Command Prompt, and run the following command
REGSVR32 WINTRUST.DLL
You should get a 'success message - reboot and run another MGADiag report and post that.

Sorry about the delay!
I really am out of ideas, now :(
The only thing I can really suggest would be a repair install - see here for instructions....
