rpc server unavailable

windows phone...

I loaded the software for developing a windows phone app and at my first attempt to run the phone emulator got the message"doing a complete OS reboot". After cycling through this a few times visual studio gave the message "RPC server is unavailable" . and stopped.

I notice from these forum discussions tthat this problem has been happening for years but I cannot find a solution. I am not technically advanced and was attempting this as a learning situation.

Is there a specific way of getting past this problem or should I simply stop now?
