Your motherboard was built before Windows 7 was released to manufacture - but the Key you are attempting to use is one that can ONLY be used on machines built AFTER Windows 7 was released. The computer appears to be licensed for Vista, rather than Windows 7.
From where did you get this Key?
What exact error message do you get when you attempt to activate it?

Windows License Type: COA SLP
A COA SLP product key is one from the COA label affixed to a computer and may only be used to reactivate the copy of Windows that was factory preinstalled on that computer. It is not possible for the COA label on your Dell to have a Windows 7 product key since the motherboard was manufactured on June 20, 2008, more than a year before Windows 7 was released to manufacturers (July 24, 2009).

If you were using a retail key the Windows License Type would say "Retail."
It appears that you need to restore the copy of Vista that shipped with this Dell or purchase a standard retail copy of Windows 7.
