Your installation is of a Volume License Key for Windows XP Pro which has been blocked from validation in areas of the world, usually because the Key's owner has discovered that the Key has been abused.
If you are a member of the organisation that owns the Key, talk to your System Administrator.
If you bought this Key retail, you were sold a fraudulent copy of Windows.
If the Key on your COA sticker is for Windows XP Pro, you can use the Product Key Update Tool -

post a new MGADiag report so we can confirm that everything went OK
