I've never heard of Whatsup.
WhatsApp is apparently an application available for cell phones that can send messages over the internet to other cell phones. I doubt that they have an API for developers to create messaging apps which use their service or capability for communication from an application that has internet access.
"WhatsApp Messenger is a cross-platform mobile messaging app which allows you to exchange messages without having to pay for SMS. WhatsApp Messenger is available for iPhone, BlackBerry, Windows Phone, Android and Nokia."
