'Do you want to open this file' problem

  I seem to have a problem with most programs, as all of them show 'Do you want to open this file?'. This is a huge annoyance for me. One of the biggest problems is that Google Chrome (My main browser) does not load at all. I heard it is something to do with 'Integrity Level'. As I searched on how to fix this, they only seem to fix one folder at a time (I have lots of programs scattered across my computer), and they all need command prompt to work, a lot of them didn't work and more tutorials just led to another.

  Is there any other way to fix this? Thanks! (By the way, sorry if I am at the wrong category, I could not find a suitable one)
