This issue seems an OS issue. I saw people talk about “0x80070005: Access is denied” issue of task scheduler on XP SP3. The new service pack provides stricter security settings, which may cause such access denied issue.
There are some solutions to work around similar task scheduler issues. For now, I have not got an environment to verify which of them can help you. But I think you can have a try.
