Devicemetadata package installation from WMIS fails randomly

Hi,
We created the device metadata package and submitted to winqual as a preview submission.
Review by Microsoft passed and the status is now "Live" which means the package is ready at the WMIS.
I modified the registry key and provided the preview key so my Windows 7 was ready for installing the package.
All I needed to do was that just connect the device by USB or WSD.
When I connected the device to PC, metadata package was successfully installed first.
However, when I tested this metadata installation several times on the same environment, I got a random failure that metadata pacakge wasn't installed to my PC at all.
Some times it's installed, sometimes not.
I want to know why this failure occurs randomly?
After reading MSDN, there was a way to debug from Event viewer.
However, I don't see Devicemetadata/operations channel in the Event viewer, only Devicemetadata/Debug is available.
If you know how to enable this channel, please also let me know.
