Not sure what you're upset about as the Gold Competency is higher than Silver.
Anyway, Software Development Competencies relate to the Microsoft Partner program, not certification. Microsoft has always used MCPID's to validate what competencies a partner has achieved. The issue is that the rules were changed about a year ago to ensure
that partners kept their skills up. You should talk to your local Microsoft Partner centre if you feel you've been treated unjustly.
The purpose of the upgrade path (from a certification perspective as they're not related to Partner Competencies) is so you only need to sit 2 exams instead of 4 or 5 exams to get your MCSD.NET 3.5 EA. You could have done each of the individual
MCTS 3.5 exams to reach EA however you decided to take the upgrade path. What I’m interested in knowing is whether you agree that upgrade paths are better as they make it easier build on existing certifications or whether you believe they are a
waste of time and would prefer to do each individual exam.
