Deployment Service not returning proper deferred operation ID

  When creating orgs through the sdk I periodically get the following error after the create, and once I try to monitor the process for completion:

  The Deployment Service could not find a deferred operation having the specified identifier.

  Subsequently the org gets stuck in a pending state and will never complete. Nothing unusual comes up in the logs that I can see.
