Hello DaveyJ, yes Microsoft still owns One Care. You should be able to view your account information at billing - https://billing.microsoft.com/home.aspx

No billing accounts
This Windows Live ID does not currently have a billing relationship with Microsoft. MSN offers a variety of services that you may subscribe to. For more information, go to http://get.msn.com/.

You are encountering this because you are using a different LiveID (email address) to sign into the Billing site than the one that you are susbcribed with.
If OneCare is installed and activated on at least one PC, you can see the subscription LiveID by clicking Help/About... in OneCare.
