    Well, since you posted to the forum for Live Mesh beta, I can tell you that it will never be a paid service, since Live Mesh beta will cease to function at the end of March 2011.

    Windows Live Mesh is part of Windows Live Essentials and all of the services and programs are free, so I doubt that it will cease being free. One never knows, though.
