Azure to OnPrem Communication Process to Download Build Artifacts

We are using DevOps VSTS as our repository and built Build and Release pipelines to deploy from Azure to OnPrem servers.
My questions are:
1) What is the communication process to download build artifacts from Azure to OnPrem servers.
From your documentation here: https://docs.microsoft.com/en-us/azure/devops/pipelines/agents/agents?view=azure-devops,
sounds like Azure Pipeline Agents always initiate the communication. But how does it know that there're new build artifacts
or there's a Release Pipeline task that needs to be executed etc.
If this Pipeline Agent to Azure communication happens in regular intervals, how often does it do it.
2) If any communication is initiated from Azure, how does the Pipeline Agents verify/validate that it is coming from a
good source. Security is the concern here. What is the high level security mechanism to protect the OnPrem servers.
