Exam 70-480 is actually not focused on any version of Visual Studio. It covers W3C (Worldwide Web Consortium) HTML5, JavaScript and CSS. this exam is part of the various developer tracks (Windows Store apps, SharePoint Developer, Web Developer).
The Windows Store developer track for HTML/JavaScript consists of three exams, 70-480, 70-481 and 70-482. Microsoft did announce that the 70-481 and 70-482 will be updated to include content that is VS 2013 specific, and to retire content that is deprecated
in Windows 8.1 (for example, view state management features).
You do not need to worry about these exams expiring any time soon.
