Control Panel Stops loading halfway - errors says explorer has experienced a problem, RUNDLL32 has stopped working....

Question

So I get this error and control panel stops loading, it states that it is an explorer error and restarts the process - only to do it again. When opening security center, RUNDLL32 has error and shuts down. Windows is genuine - diagnostic ran after issue(s) occurred. No spyware, no adware, no virus'. All report clean from local programs, and from remote virus scan also confirms clean. Help.
