You can run a virtual environment using a tool such as Microsoft Virtual PC (free download). You can use Virtual PC to create a virtual machine, which will run inside your existing computer. If you wish, you can install an evaluation version of Windows Server 2008 inside the virtual machine.

1. I Suggest Virtual PC 2007 with the latest service pack:
http://www.microsoft.com/downloads/en/details.aspx?FamilyID=28c97d22-6eb8-4a09-a7f7-f6c7a1f000b5
2. Yes. You can configure several virtual machines to run inside Virtual PC (as long as the host computer has enough memory). You can also configure the network so that the machines communicate between them. In this way you can set up several domain controllers as well as client computers, so that many kinds of experiments can be run.
If you need something more sophisticated, such as the ability to setup several virtual networks between the virtual machines, then you can run Virtual Server instead of Virtual PC:

Note that this is not supported under Windows 7, but it will be fine if you are running Windows XP or Vista.

You can download preconfigured VHD disk with Windows Server 2008 evaluation edition, and integrate it in Virtaul PC environment.

Try to authenticate with local Administrator user. When you enter, you can create your own group, add users and grant permissions, for example: create, manage virtual machines.
