¿Should you know a programming language? Well, not really, unless you count SQL as a programming language. You should learn a little bit about SQL fundamentals even though the exam itself does not test your knowledge on this area.
To find out the required knowledge for this exam, you can examine the "Skills Measured" tab of the exam description page:

Hi .NET Pro,
There is not pre-requisites for 70-432
You can take this DB Administration exam as your first exam.
When you pass 70-432, you will have your "MCTS SQL Server 2008, Implementation andMaintenance" certification.
After 70-432, you can continue with 70-450 for MCITP certification
Please refer to Microsoft SQL Server Certification Paths and Microsoft SQL Server 2008 Certification Paths for more details.
BTW, the only programming language if you count as a programming language is SQL and T-SQL.
I hope that helps

can i acheive both MCSA and MCTS certificate if i pass 70-432?
i know Microsoft offers 70-432 exam as a elective exam for MCSA.

Yes, 70-432 does satisfy the elective requirement for the MCSA certification. The Client requirement can be satisfied by passing an exam on either Windows XP, Vista or Windows 7. But the two core exams needed for MCSA are both on Windows Server 2003. Unless you already have them, they are somewhat outdated nowadays. You may be better served by pursuing one of the newer MCITP certifications on Windows Server 2008, or on SQL Server 2008 since you have the intention of taking 70-432.
