I back up weekly and a lot of times it backs up all 11,000 of my pictures even if I do nothing with them.

I am working on a HP Quad, DSL and Picasa. The machine is networked to 2 other machines. My wireless is unsecured. (open)

Also I have to use Windows firewall, One Care Firewall won't open.

For your backup issue - it is likely that the pictures appear to be changed based on whatever photo software you use accessing the files. Any changes to the file will cause it to be backed up again. The network and usecured WiFi don't come into play, though I recommend that you secure the network.

As for the firewall problem, you probably need to run the repair tool:
