Flac Playback on Windows 10 Mobile and IoT

Flac audio playback works correctly on x86/x64 systems, but skips audio segments on Windows 10 ARM Mobile systems and Windows 10 ARM IoT devices.

Hi Noemata,

This issue does not seem to be specific to IoT. I recommend you look to the larger Windows 10 forums for a discussion of FLAC on various Versions of Windows 10.
