I've created a report that looks up accounts based on the owner - when a different user tries to run this report they aren't able to see all users via the user lookup form. I just needed to know the permission that would control this.

It would be the permission attached to the Account entity (which is on the Core Records tab in Security Roles). I would say that read permission is set to 'User' - you'll need to increase this based on your requirements. If you want everyone to be able to see all Accounts then this should be set to 'Organisation'.

I initially thought that would be the case, i have now set it to organization but look up is still not working. Levels on report are also on organization so im struggling to see what is outstanding.
Edit : Have figured this out - it was the business units that the user couldn't see
