Yes, you can use it in Canada and you can renew.
Open IE and in Tools/Internet Options, verify that your language setting is correct for your country.
If it is not, click "Add" to select your language and country combination from the list.
Make that selection the default. It should appear at the top of the list.
Remove or demote other entries that are not appropriate for your country.

My country in IE is Canada, but in my personal information in My Microsoft Billing Account, it says United States and that field is set. I can't change it. Does it even matter? Will I still be protected?

That's a different story then. You might try contacting support a******out changing the country in your ******illing account if you mean the profile at http://******illing.microsoft.com
If you want to renew with a credit/de******it card, your ******illing address and country are going to need to ******e correct. If you pick up a retail copy of OneCare and use the key from inside the ******ox to renew at the ******illing site, your profile address won't mater.
It may also ******e easier to simply remove OneCare when it expires and then reinstall and su******scri******e with a new LiveID (http://account.live.com) - as I can't tell you if you will have any success in getting the ******illing profile changed for your LiveID. I would suspect that the LiveID used to create the ******illing account originally was US ******ased or had no country specified.
