Cookies not working

  I'm having issues with enabling cookies.  I run on XP with IE 7.  I have two main users (admins in the user profile.)  One user profile is able to fix the cookies and have it stick.  The other user admin fixes the cookies but it doesn't stick.  In short, I'm enabling an "accept all cookies" in my internet options but I still can't get onto the site that says I need to enable cookies.  I'm stumped.  I even tried the support section of Microsoft.com but none of the problems/answers are quite like what I'm experiences.  Can anyone help?
