Action 1 : http://support.microsoft.com/kb/887026
Action 2: Recreate the user's windows profile at the citrix server
Action 3: Ensure Terminal server enabled Volume license copy installed on the Citrix server

Hello,
It would be worth re-creating your Local Project Account which accesses Project Server.
Is this issue just for one user or a number of users?
Are you able to access Project Web Access?
Are you able to access Project Pro without it being connected to Project Server?
Please come back with further details - I will try and assist you as much as I can.
Regards,
Dharmesh

More ideas.
Ensure you are able to Access PWA through Internet explorer without any issues.
Close the application, rename your Global.mpt at your windows profile.
If the issue occurs for all the project manager, then the issue may be with your server.
Configure your Project server virtual directory permissions...

Thanks for the update.
Are you able to access the project using Project pro from desktop? (not thru citrix)
If yes, save as an MPP file and import it back to the server on different name. later check wether you are able to access through Citirx.
If no, suggest administrator to RUN profiler trace to observe the behaviour.
