The following updates were not installed: Microsoft Windows Installer 3.1

Question

I can no longer install updates. I can no longer install programs that need windows installer to get installed. The current version of msi.dll;msiecex,msihnd.dll are all version 3.0.3790.2180. Version 3.1.4000.2435 is in the system32 folder;however, it has been renamed. I have tried all of the procedures that I can google to correct the problem. Can't do it.

In addition you can also check to make sure that you have Service Pack 3 for Windows XP.
