Can't Install OneCare

I've tried to add OneCare to my wife's rebuilt (XP Media Center, SP2) computer... I continue to receive a 'Service Not Running' prompt and the app closes... checking Services, the Spyware and Firewall services are running, but the OneCare service refuses to start, displaying a 'Dependant Service File Not found or marked for Uninstall' warning. I've done full uninstalls thru the control panel and run the OneCare Cleaner, but with the same results.
I've also tried a full uninstall and then using the online scan, but receive a 0x04601C01 error. Checking the forums, no one has posted an answer to this one.
All help is appreciated, since I'd like to get her back up and running and fully protected.

It really depends on what you feel like doing - wiping the system, reisntalling XP and updating it with all security patches and getting it up to SP2 would be the cleanest, but is lots of work - you can contact support to see if they have any other information to help resolve the problem. I do suspect that Terminal Services being missing would be the source of the problem, but I can't say I know how to install that - perhaps via add/remove programs/Windows Features...

See if this helps:
To repair .Net Framework 2.0 on XP:
Open Control Panel
Select Add or Remove Programs
Locate Microsoft .Net Framework 2.0
Select the entry and when the installer launches, select Repair.
Reboot when it completes.

OK, so I've uninstalled OneCare (again), then wiped .NET 2.1 and .NET 3.0, and rebooted. Installed fresh copy of .NET 2.0 from web download (link provided) and installed OneCare. Rebooted, but receive same error message. Have not yet installed Windows updates available (Security update for .NET 2.0 Framework).
What's next?

for services that need to be running for OneCare to function. If any are disabled, it won't start.
Another thing to check - are you running any sort of customized login or desktop enhancement on that PC?

no customizations... I noted that ther are no terminal Services installed, but I set everything else to Automatic and Started, but still receive the same results. I've also tried the RestoreOneCareXML suggested by the Automated Help - that just seems to freeze on the system.
Am I at the point of wiping XP and starting over, or is there more?

I encountered the same problem. I'm using an upgraded version of Winows XP sp2 that originally had iexplorer 6 which was updated to iexplorer 7. I was also encountering problems with iexplorer 7. I removed ieplorer 7 and the system reconfigured for explorer 6. After doing this, I was able to download and use the safety scanner. Apparently, there some kind of issue with ie 7.
