Answers you can find in the Dynamics CRM 2011 Developer Training Kit. That training contain the hand lab how to create the portal step by step. Also you can see video about it: SharePoint & CRM, Azure AppFabric & CRM, Windows Azure & CRM.

Are you looking to create custom websites? Or do you want to use the customer portal as a base and make modifications to it? For the former, you can use the information RBaliga provided. If you're looking to use the existing customer portal - you can download and unpack the cab file from the Microsoft Dynamics Marketplace. It contains documentation that explains how to create the portal site and modify the template that came with it.
