What are the necessary conditions for the analyze resources in the portfolio analyzis?
Resources has assigned? Projects have resource plan or resource groups are built for every projects?

In order to perform resource analysis in the Portfolio analysis process you must have two things in place:
1) A resource pool with roles identified in an Enterprise Resource Custom Field with a lookup table
2) Resource plans attached to the subject projects that consume these roles
Inasmuch as you must perform a cost constraint analysis prior to running a resource constratint analysis, you tangentally must have a custom cost field defined for your analysis.

could you be a little more specific on what do you want to analyze for resources?
Just for reference, if you are looking from demand management perspective, you need to have proper resource plans created along with proposals,
If you looking for capacity vs availability planning or assignment tracking or resource burn down or effort tracking, you would need to have proper project plans with proper resource assignments
where as if you need something like resource skill map, you would need to define relevant resource custom fields with relevant data
