IP address got listed at hotmail blacklist

Question

We have a domain apar.com which is hosted on the mail server which have IP addresses 123.108.45.17 and 123.108.45.18
Whenever we try to send mail to hotmail or live.com email id, we get bounce back message as below :-
Connected to 65.55.37.88 but sender was rejected.
Remote host said: 550 SC-001 Unfortunately, messages from 123.108.45.17 weren't sent. Please contact your Internet service provider since part of their network is on our block list. You can also refer your provider to http://mail.live.com/mail/troubleshooting.aspx#errors .We have checked the reputation of our ip addresses on various RBL's and found that it is not listed anywhere.
Kindly de-list our IP addresses/domain name from your blacklist or else let us know what course of action we need to take at our end to remove our IP addresses from your blacklist and to avoid this incident happening in future.

My ip 188.132.196.168 i dont spaming but hotmail take my ip in blacklist.Please remove my ip to blacklist.
