I got this issue fixed myself .As the Line items in order ,invoice ,quote,Opportunity already using the product with unit group I'm trying to get rid off, its not allowing to change the default unit group for Product.Once you correct the unit group in the Line items ,it allows to change.

if you want to change the Business unit for the user try to go to settings>users>select user then change the business usint
if you can't edite it and you are administrtor then go to workflow and make workflow to change the business unit for user and run it on the record that you want to change his business unit

Chitrarasan,
Are you referring to Unit which belongs to the Unit Group under Product Catalog or Business Units???
Thanks
