NTBackup in windows XP

NTBackup on Windows XP will only open a small pane with header words backup utility but no wizard starts.

Ran chkdsk. Removed all scheduled jobs (Roxio). No oleau32.dll. No vssui.dll.

Where do I look for answers to this problem?
