You could contact support -

But, I think I would start with doing a System Restore to before you turned off services. That may cause OneCare to start up in Red status, depending on how long ago the problem began, but once the database catches up with the actual date, it will go back to green.
What other problem were you trying to resolve that caused you to manipulate the startups and services? I suspect that you have one or more dependent services not started correctly or one of the supporting components or subsystems is now corrupt - MSXML 4 or .Net Framework 2.0
