Shmotzi, that error indicates that Microsoft's product activation servers don't think you're entering a valid product key. There are various reasons that might be, but unfortunately most of them start with software that's not actually valid. So I'm going to have to ask: How did you obtain your software? Did you buy it from an authorized system builder reseller in your area? Online from a system builder reseller like Directron, Newegg, Amazon, etc.? Ebay? Some other way?
We will not be able to issue you a new product key, I'm afraid. That means that you're going to have to establish with Microsoft that your software was purchased legally, that the product key actually should be valid, and then get them to issue you the information required to finish activating Windows Home Server.
I'm not on the WHS team, I just post a lot. :)- Proposed as answer by Evaders99 Wednesday, February 10, 2010 7:41 PM

You should phone the Mircosfot Activation hotline. The number should be present when you select "Activate by Telephone" rather than "Activate over the Internet".

I tried
They say the product key is ok
But still I can not perform activationWednesday, February 10, 2010 12:29 PM -
Well they should help you further. I would try again and insist that this is your product key and why won't it activate. Have you activated this key before on different hardware?

I think you need to explain that to the person on the Activation Hotline - they may give you a new product key and explain to you how to change it.

they say that the activation code by phone is wrongWednesday, February 10, 2010 2:05 PM

By the way the product name is "Windows Home Server" - there is no 2007 in the title - I'm wondering if that is confusing them and they are looking it up on Office 2007 or something. If the activation code is still wrong then you must have made a mistake entering in the product key.
Are you speaking to someone or using the automated system?
