Virus & spyware monitor has turned itself off & won't turn back on! How do I repair?

Windows security center says virus protection is off, yet it stays off no matter which way the arrows are pointing (up/down). Further more, Windows live one care says the Virus & spyware monitor is turned off but shows off no matter if I hit the button to turn it on. These conditions started for no apparant reason! How do I correct these conditions?
