  If the text is red, the submitted data is different from the planned. If the background is red, an error occurred attempting to apply the change.

  HI WLID,

  the link, http://social.technet.microsoft.com/Forums/en-US/projectserver2010general/thread/b8bab8aa-41ac-49ed-825f-6eaa6ed570ba, which is also posted by Krishnp has some detailed reply by Dale for your query.

  For your quick reference, values with red color in Approval center indicates the change/update submitted by the user. For instance in your case, Finish date in red means the task finish date is slipping and Total hours are in red to indicate that its changed and actual hours are reported by the user.
